I feel the service has been good, as far as accomplishing the task, but I would not say this has been express service. [Each records repository - there are well over 100 facilities where veterans records may be located - has it\'s own internal processing over which we have zero control. Dr. Whinery\'s records happened to be located within a repository where delays, particularly during the holiday season, are common.]
